TITLE:                Environmental Safety and Regulatory Coordinator

 

ESSENTIAL RESPONSIBILITIES

General 

      • Provides guidance to Southern FS location Managers and Southern FS Staff in establishing and maintaining proactive environmental, safety and regulatory programs.
      • Monitor environmental, safety and regulatory laws which affect Southern FS.
      • Conduct training for local emergency response teams to protect the resources of Southern FS and the community.
      • Manage company’s auto, work comp, liability and property insurance programs by reporting accidents and coordinating repairs to minimize losses.
      • Screen temporary and new employees to ensure that they have complete driver files, the appropriate class of CDL/endorsements and an acceptable background check. 
      • Acts as a liaison with governmental agencies.
      • Perform other duties as assigned.

Safety

      • Develop and coordinate training programs which promote safety consciousness and safe work practices.
      • Chairperson of the Southern FS safety committee and meeting facilitator.
      • Conduct accident investigations to determine root cause and ensure corrective actions are completed.
      • Overall responsibility for the Southern FS safety training program, including maintaining electronic and hard copy files, determining appropriate training for all employees and conducting training as necessary.
      • Enter recordable injuries onto the OSHA 300 log and complete the annual 300A reports.
      • Facilitate HAZWOPER certification for employees at least the 8hr operations

Environmental and Regulatory

      • Acquire and maintain all IEPA ROSS permits for grain elevators and bulk petroleum storage sites as well as compile annual emissions data as required
      • Create, maintain and update all self-certified SPCC plans for all petroleum sites.
      • Oversee the risk management programs (RMP) and plans for all anhydrous ammonia sites including conducting the 3-year and 5-year audits.
      • Compile data and complete annual Tier II submissions for all locations.
      • Maintain all vehicle plates and registrations
      • Acquire and maintain agrichemical containment permits from the IDOA, IEPA, MDOA, KYDOA for all chemical and fertilizer sites. 
      • Complete annual FIFRA pesticide producing reports on all bulk pesticide & sites
      • Update and maintain all OSFM permits for new installations, updates and removal of all ASTs and USTs.
      • Ensure Facilities that require Class A operator certifications from the OSFM are Current
      • Manage UST operations and maintenance plan as well as conduct quarterly inspections.
      • Create fire safety analysis at all propane sites when new or modified.
      • Conduct DHS top screens for all newly acquired facilities.
      • Maintain DHS reporting for all facilities as required
      • Maintain USCG Compliance and Training
      • Maintain MSHA Compliance and annual & quarterly report filings
      • Maintains the content for the Environmental Safety and Regulatory section of Southern Net SharePoint site.

      

DOT / Transportation

      • Track and maintain DOT driver’s qualification files including copies of all employees’ CDLs, medical evaluations, certificates of violation, annual reviews, DOT applications for employment and inquiries to previous employers.
      • Ensure that all drivers complete appropriate inspections and hours of service
      • Supervise company drug and alcohol programs.
      • Maintain & provide all shipping papers and hazardous materials registration.
      • Maintain and update files of annual cargo tank inspections for fuel and LP tanks.  Ensure that all VK/IP’s testing is completed on time and submit the vapor tightness test to the IEPA for fuel trucks.
      • Coordinate insurance, inspections and other required credentials with petroleum terminals to ensure access for petroleum trucks, trailers and drivers.
      • Review and update FMCSA MOTUS including the MCS 150 as required or as needed
      • Maintain company vehicle registration for all vehicles.  Track mileage and fuel consumed for mileage and apportioned plate vehicles.
      • Check the company’s CSA score when the SMS system updates
      • Submit quarterly tax information for apportioned plate vehicles.
      • Complete quarterly KYU taxes for vehicles over 55,000lbs   

 

REQUIREMENTS

    • Normally requires an associate degree with at least two years’ related work experience.
    • Leadership skills and the ability to achieve results through others.
    • Proven professional communication, persuasion, presentation and customer service skills.
    • Demonstrated analytical, planning, organization, problem-solving, time management, and “attention to detail” skills.
    • Proven team building skills and the ability to work independently and, in a team-oriented environment.
    • Proven computer skills including Word, Power Point, Excel, Outlook and the ability to use the computer to enhance business processes. 
    • Willing to work additional hours beyond what is considered normal.
    • A valid driver’s license with appropriate class of CDL and endorsements as determined by supervisor.
    • Ability to obtain and maintain HAZWOPER certification of at least the 8hr operations level.
    • Ability to obtain and maintain Class A operator certification from the OSFM.

Actual compensation will be determined based on experience, location, and other factors permitted by law.  In addition to base pay, certain roles may be eligible for bonuses, incentives, and commissions.
